To identify the research-action priorities for the 6+1 domains of interest established during the negotiation workshop (January, 16 2006), there were constituted panels of experts. The idea of the seventh domain named “Science, frontier science and knowledge development” came up as a result of the discussions mentioned above.
The panels include personalities, acknowledged experts having the necessary scientific authority and representatives from the following fields: science, industry, business environment, science& technology, public sector and civil society. The panel is formed by maximum 17 persons, 2 coordinators and an assistant.
Their activity is developed from February to May 2006.

Panel’s activities:
      The establishment of the panels for each domain:  
            - the initial meeting to establish the panels;
            - the appointment of the coordinators and the panel assistant ;
            - the validation of the reference terms.
      The identification of the stakeholders:
            - Each member proposes a list of significant stakeholders, well balanced between the following categories: industry, science, civil society, public administration and the science& technology management.
      The consultation of the identified stakeholders, through a questionnaire:
            - The wording of  questions for the stakeholders;
            - The validation of a standard format for the answers ( framed in 10 directions of investigation);
            - The communication with the stakeholders to obtain the answers.
      The clustering of the results (for each domain):
            - The grouping of answers from the stakeholders in maximum 90 possible priorities;
            - The grouping of possible priorities in maximum 6 clusters;
            - The identification of experts for each cluster to invite them to participate at the negotiation workshops; they should select maximum 15 possible priorities for each domain of interest.
      Organizing negotiation workshops for each domain of interest.
      Delphi Survey- First Round:
            - Prepare the methodology to analyze the outcomes of the Delphi survey;
            - Interpretation of the results;
            - The elaboration of the report regarding the research-action priorities.
